Overview
The State of Oregon, through its local budget law, requires that each local government prepare and adopt an annual or biennial budget. The budget law is a group of statutes that sets standard procedures, encourages citizen involvement, provides methods or estimating figures, and offers a method to outline the local government's programs and services.
The local budget law process requires that certain specific actions must happen as a local government prepares its annual budget. One of the actions is the formation of the budget committee.
What is a Budget Committee?
The Budget Committee is an advisory group established by state statute. The committee is made up of the governing body of the local government (City Council) and an equal number of appointed citizens. In Veneta, the citizen members are appointed by the Mayor after a discussion with the City Council.
The appointed members must be electors of the local government. That means they must be qualified voters of the local government who have the right to vote on the adoption of any measure. They cannot be employees, officers, or agents of the local government. They are appointed for staggered, three-year terms.
What is the Budget Committee's Purpose?
The Budget Committee has several purposes. It conducts public meetings to hear the budget message and reviews the budget proposed by the budget officer. One of its most important purposes is to listen to comments and questions from interested citizens. It considers this public input as it deliberates on the budget. It can revise the proposed budget to reflect changes it wants to make in the local government's fiscal policy. When it is satisfied, the Committee approves the budget and then it goes before the City Council for adoption.
Typically the City of Veneta's Budget Committee meets twice in the spring. The meetings are held during the late afternoon or early evening in the Council Chambers at Veneta's Administrative Center, 88184 - 8th Street, Veneta.
